Preliminary Market Consultations

The Publications Office of the European Union (OP) is conducting a review of its contract for language editing services and is launching a preliminary market consultation in accordance with Article 169(1) and Point 15 of Annex 1 to Regulation 2024/2509. The objectives of this consultation are:

• To gather market knowledge, particularly regarding the number of languages or language groups that prospective tenderers can cover and the availability of sufficient suppliers to ensure effective competition
• To identify potential risks associated with contract performance
• To determine the most cost-effective contractual arrangement for providing language editing services in the 24 official languages of the European Union and possibly also in other non-EU languages

To facilitate this consultation, we have prepared a questionnaire that interested economic operators are invited to complete and return by 21^st November 2025, at 6:00 PM CET (Central European Time) to the following email address: op-appels-offres@publications.europa.eu. Please note that all responses will be treated with full confidentiality.
